IT isn't prepared for it, but is expected to clean up the mess.
Someone buys something without going through IT and wants to use it for work. So many places have had to deal with this. IOS devices are consumer products, using them in a corporate environment requires thought and considerations before deployment. I've gone through both processes several times. There is no other way to reuse the device. If proving you bought it is not an option then the device is bricked.
This requires contacting Apple, creating a ticket, and sending them a receipt with the serial number on the receipt. If that is not an option, you must prove to Apple your company purchased it. The previous owner needs to remove it from find my iPad.
